🧪 Product Safety & Composition Requirements
To be legally placed on the market, electronic smoking devices and refills must comply with the following:
Max nicotine concentration: 20 mg/ml
Max volume:
2 ml for devices and disposable pods
10 ml for refill containers
All ingredients must be high-purity
No additives that:
Facilitate nicotine absorption (e.g., menthol, geraniol)
Are perceived as health-enhancing (e.g., vitamins)
Influence the color of emissions
Are linked to energy/vitality (e.g., caffeine, taurine)
Are classified as carcinogenic or toxic (if unburned)
Devices must be leak-proof, child-resistant, and tamper-proof, with filling mechanisms that meet safety standards.

Each unit of electronic smoking product or refill must include:
Packaging label
Full ingredient list
Nicotine content per dose (if applicable)
Batch number
Storage and safety warnings
Manufacturer/importer contact info
Information leaflet
Usage instructions
Warnings for vulnerable populations
Toxicity and addiction information
Contraindications and side effects
Health warning

Must cover 30% of the front and back packaging

🏬 Retail & Notification Requirements
All retailers (including wholesalers) must notify the Health Inspectorate before launching sales of electronic smoking products in Latvia.
Retail locations must display a visible warning that e-smoking is harmful to health.

💵 Fees for Product Notification and Processing
All fees must be paid according to the Health Inspectorate's fee schedule before the product can be marketed.
🧾 Additional Requirements for CLP Compliance
If refill liquids contain substances listed in the CLP regulation (EC No. 1272/2008), additional classification and labeling standards may apply. Please consult the European Chemicals Agency for details.
