If you manufacture or import electronic cigarettes, refill containers, or tobacco substitute products, you are legally required to notify the EU-CEG (European Common Entry Gate) system before placing your product on the market in Latvia and across the EU.

From January 1, 2025, all relevant products must comply with the latest requirements introduced under Cabinet Regulation No. 440 and the Tobacco Law amendments. Below, we outline the submission process, required documentation, and applicable fees.

✅ Which Products Require EU-CEG Submission?

  • Electronic cigarettes (e-cigarettes)

  • Refill containers for e-cigarettes

  • Tobacco substitute products (e.g., nicotine pouches without tobacco)


📝 Submission Process Overview

Step 1: Product Notification via EU-CEG

  • Submit a notification 6 months prior to market launch.

  • Any change in product composition requires a new submission.

Step 2: Required Documentation
Each product presentation (brand/flavor) must include:

  • Annex II – Basic product data.

  • Annex IV – Toxicological data on ingredients (both in vaporized and unvaporized form).

  • Annex V – Confirmation form for new variants of existing products.

  • Annex VI – Technical product details including image files and labeling.

Step 3: Laboratory Testing

  • Provide emission reports from accredited labs, including:

  • Quantitative and qualitative composition of emissions.

  • Nicotine dose consistency under normal usage.

Step 4: Packaging Requirements

  • Attach high-quality images of packaging and leaflets.

  • Include clear user instructions.

  • Ensure packaging allows identification of each unique presentation.

⚠️ Flavor & Composition Restrictions

  • Maximum nicotine concentration: 20 mg/ml.

  • Maximum e-liquid volume: 2 ml per tank, 10 ml per refill bottle.

🛑 What If My Submission is Incomplete?

  • The Health Inspectorate will notify you if any data is missing or incorrect.

  • If issues are not resolved, your product will not be published and cannot be legally sold.
